Well, I'll tell you.It's because the Dangerous Dogs Act 1991 was a rubbish, ill thought out piece of legislation that was hastily brought in to placate the tabloids, who had whipped up such a perfect moral panic that it's used in textbooks as a case study. You know, the one that coined the term 'Devil Dogs' you're using in this new moral panic the tabloids are whipping up. Now a question for you - is whipping up moral panics the best way to deal with problems?
